Water cool loop isn’t specific anymore.  Is this custom loop or AIO?  Sounds like custom loop. 

Not a pro, not even very good.  I’m just old and have time currently.  Assuming I know a lot about computers can be a mistake.

what size & thickness is your rad,

 

what voltage & clock speed is your 5900x running? 

 

is pbo enable?

that's really high for cpu voltage, u might try undervolting it

 

for my case:

my cpu (ryzen 3600) stock it was running 4200mhz at 1.45 volts, i had same issue like yours 80-82c max

then i manage to find 1.2v is stable for 4200mhz (2 hour on prime95 small fft), now it's maxing out at 63c
