So I’m wondering if there is a way to install apps off the internet (Adobe Acrobat DC, steam, etc) without giving the installer administrator permissions? I just don’t want programs to have that power to run in the background, install more than just the program (like a custom anti-virus, update check software that will slow down my PC, etc) and more. If you could direct me to another resource or give some advice  that’d be great. Thanks in advance!

Thats not how it works. You are granting rights to do things case-by-case basis. Unless you check box that says "Don't ask me again" or manually set security settings lower. Otherwise you are prompted with dialog if something tries to access any system files. Installer needs that access since they might need to add something to registery, create folders to C-drive and stuff like that.

 

If you want additional layer of protection, get yourself good anti-virus software.
