Reset loop before POST

My brother has the following specs

- rog strix z370-f 

- i5 8600k 

- 2x 8gb 3200mhz fortza

- evo 850 ssd

- gtx 1070 (made by dell for their alienwares)

- corsair TX650m

 

Had no issues before. It just started today to reset after Dram led lights. Also the pcruns fine with the gpu removed.

 

The things I have tried so far:

- bios reset

- bios update to latest version

- ram sticks re-insert

- testing with one single stick at a time in different slots

- inserted gpu in the bottom slot

- removed all hardware except for ram and gpu

- I have tested the gpu on my PC and it runs fine

- installed my psu on his pc(TX750w) and the symptoms didn't change, it still resets)
