Unstable network

I'm experiencing lag spikes(maybe) for months, my wireless broadband internet has a speed of 25mbps download speed and 2mbps upload speed but still my connection is having some issue in Dota2. My ping in Dota2 is 90-120 with 0 loss and I experience no delay but I got this problem like all the heroes in Dota freezes but cool down or any count down still running. I tried to monitor my download and upload speed turns out Everytime the freeze occurs my download from wifi always turns to dead 0 until that number changes all heroes won't move or no response. I tried to reinstall dota2 3 times already but still same result. I played Albion online but I don't experience anything same as in Dota2 only problem in Albion sometimes is slow internet.
