First off, you don't need HDMI 2.1 for anything below 4K. If you want a 32" 1440p monitor you can run 120Hz for consoles just fine over HDMI 2.0b, which pretty much every monitor has nowadays.

The best monitor around the lower end of your budget is the LG 32GP850-B.

If you want a 4K monitor with HDMI 2.1, then the Gigabyte M28U is the best option currently available, but might be slightly over budget.

4K 32" 144Hz monitors are currently not available in your budget, but the Gigabyte FI32U is a great option here if you want to strech it for the specs.

If you want something higher-end than the LG but still 1440p, the Asus PG329Q is a great option.

And another budget-class but still very good monitor is the Gigabyte M32Q.

If someone did not use reason to reach their conclusion in the first place, you cannot use reason to convince them otherwise.
