My question is: is it normal to boot to bios when changing a PSU or did I mess something up?

A lot of systems will perform a first time configuration boot when you change something, not often is the power supply a factor but I am not surprised if some motherboards detect that.

Assuming your system is not continuously going to BIOS, you don't have a problem.

I WILL find your ITX build thread, and I WILL recommend the SIlverstone Sugo SG13B

Primary PC:

i7 8086k - EVGA Z370 Classified K - G.Skill Trident Z RGB - WD SN750 - Jedi Order Titan Xp - Hyper 212 Black (with RGB Riing flair) - EVGA G3 650W - dual booting Windows 11 and Fedora Linux - Black and green theme, Razer brainwashed me.

Draws 400 watts under max load, for reference.

PSU tier list

How many watts do I need?

This

If you can't get into the OS, make sure you have your OS drive plugged into the PSU (if it's a sata drive)
