For monitor you can go with this one MSI G271 or this one Acer vg270 with that you still have like 300$ left for a GPU

Maybe something like this?

 

5700g as i dont think youll be able to sqeeze a decent gpu in that budget

 

3733 ram incase you dont overclock it

 

Cheaped out on everything else whilst keeping quality decent

 

Monitor is up to you as i dont have any knowledge on monitors as ill just buy a cheap old monitor and overclock it to 75hz

 

It is highly reccomended to overclock the ram and igpu, if you reach the max fclk your cpu can handle it might start erroring or crashing so id suggest reaching near max fclk your cpu can handle that doesnt cause any errors or crashing then lower your ram timings

 

And for igpu ocing theres alot of tutorials for that, though supposedly these igpus can reach 2400mhz
