help with ram and cpu problem

I need help

specs:

cpu ryzen 5 3600

gpu Radeon RX 580 series 

ram 2 sticks of 8 gigs (16 gigs in total) 3200MHz

psu 500 watts 

msi motherboard x470 gaming pro carbon

 

The problem: when I try to activate my xmp files my cpu starts to run at 0.54ghz

when i activate xmp and restart my pc I check task manager and it says that it's running at 0.54ghz. when i try to play a game my frames are all over the place.

My friend had the same issue on his x550.

Solution was to re-flash BIOS.
