HDD will not initialize

When hunting for stability issues, I made the decision to swap out my 10+ year old power supply. Both the old and new power supplys are modular. During the swapping of cables I got lazy with the one connected to a pair of internal HDDs and decided it would be fine to use the old cable. When trying to power on the system, there was a brief noise of fans starting, then immediately shutting down. An hour of troubleshooting later, I find swapping out said old cable for a new one provided with the new power supply fixes the issue with power.

My issue now is that both HDDs do not appear in Explorer, though they do appear in the BIOS and Disk Management. In Disk Management, both drives appear as Unknown, Not initialized. When attempting to initialize the drive, I get a "Virtual Disk Manager / Incorrect function." error. There is data on both disks that I would like to recover.
