Is my input power too high ?

Hi . I've been experiencing some electrical problems arround my apartment . One of these has been causing my PSU to make like a short circuiting sound constantly 

 

I took some time to read the back of the box and it says AC input rating 100v-240v 

12A - 6A 

 

I checked the plug I have (didn't come with the PSU) and it shows 250v 16A . Is this a bad thing to have ?

No that just means the cable is rated to carry a max of 250v at 16 amps. Doesn't reflect the actual voltage.

Oh okay . Thanks . I've been considering taking my PC to work and testing it there . I think it might be my breakers but I'm not sure . I contacted corsair too because from what I've seen it's a common problem but then again . I'm not sure . Hopefully its not failing
