msi b450 tomahawk max

ryzen 3600x gtx 2070

16gb ddr4

I installed a game on steam and it ran like crap, after a few restarts my whole computer started dying, it sometimes takes 20 minuted to boot. it has no audio but when headphones  are plugged in you can hear constant static, sometimes it just doesnt want to boot, every game severely underperforms compared to what it used to. what can i do?

No, ive reinstalled my graphics drivers a few times and so Nvidia is all at default except power plan in 3d settings is set to performance.

edit :crap your right my gpu fans arent spinning at all, even in games. how do i fix that?

edit 2 : just did something with afterburner and my fans are going, however im still getting worse performance than i used to and i cant tell why

What game are you playing though ? Some games on the unreal engine like steel rats as an example can crash your pc before you even thermal throttle . Assassin's creed unity does this too

For example, before all of this i could run overwatch at max 1440p 120+ fps,

Now i only get around 90 and it drops down to 50 sometimes, Using Nvidia performance overlay shows im never using more than like 75% of my GPU and 30ish% of my CPU, im pretty sure before all of this they were near max while games were running, my temperatures seem pretty low too. I feel like the system isnt activating its components fully or something

And whats really starting to bother me as im benchmarking in overwatch, Everytime i alt +tab out, and then go back in. I get like 144fps stable for 5 seconds, and then it goes back to being itself ughhhh

GPU clock reads 1920 Mhz in Nvidia performance tab, 7000mhz memory frequency

Afterburner is only reading 1410 mhz clock though,
