If you tried to enable an OC via either manual overclock or by enabling PBO (which is different to PB) - disable it and see how that goes, also set windows power plan to best performance.

I've given up on PBO and Auto OC and going back to 2012 where you're forced to manually OC, working fine at 4.35 1.181v. Maybe one day I'll try PBO again but otherwise thanks for the help!

Specs: Ryzen 5800x, RTX 3060ti, 32GB 3200MHz RAM, MSI x570 Motherboard

This is my pc while playing Squad at high settings, I have turned on PBO in BIOS and in Ryzen Master but the damn CPU doesn't want to boost passed ~1.7GHz. Interestingly this isn't the case in DOOM: Eternal but I have the same issue with Baldur's Gate 3. Help please I need frames!

Some games behave better than others when you alt-tab out of them (ideally, they shouldn't carry on using all your resources but some do), you sure it isn't actually boosting while in game? Try MSI Afterburner overlay.

Not saying this is the case, but it's something to consider, especially with other games boosting.

Case - Phanteks Evolv X | PSU - EVGA 650w Gold Rated | Mobo - ASUS Strix x570-f | CPU - AMD r9 3900x | RAM - 32GB Corsair Dominator Platinum 3200mhz @ 3600mhz | GPU - EVGA nVidia 2080s 8GB  | OS Drive - Sabrent 256GB Rocket NVMe PCI Gen 4 | Game Drive - WD 1tb NVMe Gen 3  |  Storage - 7TB formatted
Cooled by a crap load of Noctua fans and Corsair H150i RGB Pro XT

I have the performance up on my other monitor its consistently bad, and my frames remain garbo, I assumed PBO was pretty good, GPUs have been boosting for years and its extremely reliable. Should I just manually set the clock?

It won't boost if it doesn't need to. Looks like it isn't seeing much load.

Main: AMD Ryzen 7 5800X3D, Nvidia GTX 1080 Ti, 16 GB 4400 MHz DDR4 Linux - Fedora

Hm, he shouldn't really have to do any of that. My 5800x consistently hits 4.85Ghz in most situations and 4.7 all core during Cinebench runs.

CMOS wipe/BIOS update to start fresh?

Ryzen 7 7800x3D -  Asus RTX4090 TUF OC- Asrock X670E Taichi - 32GB DDR5-6000CL30 - SuperFlower 1000W - Fractal Torrent - Assassin IV - 42" LG C2 - Windows 11 Pro
