Game Launch FPS issues

Hoping this is the right location for post. Apologies if it is not. Whenever I launch a game The game immediately drops to 5 fps basically making unplayable the only way i can fix is to go into task manager and close windows explorer it works and does what I need however I am getting annoyed with having to do this every single time. i have tried the easy fixes like reinstalling gpu driver as well as reinstalling COD (my most played game but still had issues with BFV)

 

If it matters specs are:

i9-10850k

2070 super

64 GB Gskill Ram 3200mz
