Recently my CPU (AMD Ryzen 5 2600 Six-Core Processor)  has experienced performance issues when I'm playing games. This issue has only shown up after I recently updated windows 10 to a new version and since then my EDC CPU has risen to 99% (redzone) and voltage hitting numbers around 1.9%~. I really don't know what caused it but this is only when running windows 10 preset power settings that are not power saver. When I do use power saver my EDC lowers to around 56% and my voltage to 1.175%~.

So it seems I either have high EDC or low voltage my performance with all of my games has lowered dramatically with some being unplayable. Another thing I've noticed (I'm not quite sure it means anything) but when I boot up my computer the windows loading circle will stutter and freeze. I have made sure to update all my drivers and fully update my windows, with the exception of my bios on my motherboard (ASRock B450M-HDV R4.0 AM4 AMD Promontory B450 SATA 6Gb/s Micro ATX AMD Motherboard) with my motherboard 3.70, I've also reset windows erasing all my files and redownloaded the newest drivers but this doesn't seem to have done anything. I've also tried setting my minimum processor state to 5% and maximum processor state to 99% as per recommendation I've seen in other places but this has lowered my voltage to around 0.88%. I also have not yet messed with my cpu on ryzen master.

But I really don't know what to do, I don't assume its due to my pc being unclean due to if only happening after I updated windows but I don't know. So if anyone could help me out here I'd be very thankful.

By the way my full PC specs are PSU :Thermaltake Smart 500W 80+ White Certified PSU, Continuous Power with 120mm Ultra Quiet Cooling Fan, ATX 12V V2.3/EPS 12V Active PFC Power Supply PS-SPD-0500NPCWUS-W. Ram:XPG Z1 DDR4 3000MHz (PC4 24000) 16GB (2x8GB). GPU:XFX Radeon RX 580 GTS Black Edition 1405MHz OC+, 8gb 256bit GDDR5, DX12 VR Ready, Double Dissipation, Dual BIOS, 3xDP HDMI DVI, PCI-E AMD Graphics Card (RX-580P828D6). CPU:AMD Ryzen 5 2600 Processor with Wraith Stealth Cooler - YD2600BBAFBOX. MOBO:ASRock B450M-HDV R4.0 AM4 AMD Promontory B450 SATA 6Gb/s Micro ATX AMD Motherboard.

The EDC values in ryzen master are nothing to be worried about, many motherboards don't properly report VRM current capacity to ryzen master so it uses default values, as long as you haven't messed with power/safety limits in the bios your cpu will remain within safe limits. Changing windows power plans allows the cpu to enter lower c-states (clock down) saving power hence why you are seeing the differences between the power plans. I would suggest checking cpu & gpu thermals/clocks underload and clearing the cmos. It may also be worth using DDU and reinstalling graphics drivers.

Thank you for the point in the directions I've done a little testing of my cpu and gpu while underload and found that my gpu is randomly jumping up and down from 0% use to 100% use, with it usually at 0% while the rest of my pc seems to be functioning normally. Now I'm gonna try using DDU. and then seeing if anything changes.

Gpu load fluctuations are normal under some loads, try using a gpu benchmark like unigine superposition or 3dmark timespy to see how your system compares against equivalent hardware.

I went ahead and tried using unigine superposition and found after a couple of benchmarks my pc was performing on par with the same and equivalent hardware with around 80-100% use at all time which really confused me, because after this I tried playing Guilty Gear Strive and got a consistent fps of 60 which strive caps to. But when launching a game like team fortress 2 and my pc falls into the old problem of 0-100% usage randomly. So do you have any idea what could cause my gpu to be acting abnormally on some games but not others? I also have not yet cleared cmos.

TF2 is not a demanding game so I wouldn't expect it to use 100% GPU so that behavior is normal. Is the performance in game fine?

The performance is really poor with me averaging below 40 fps while I have the game on dxlevel 81. Before all this trouble started I would consistently get 120+ fps

Try verifying the game files (through steam) and turning down the graphics settings. May also be worth trying a different graphics driver version.
