i3-2130 8192gb ram total but i have 16gb

Memory controller in 4th gen is different, can't compare. I bet it's a single and dual rank mixing problem. Read the manual more closely in the memory configurations section.

How likely is it that you could test with a friend's ddr3? If someone has 2x8GB you could borrow, or even 1x8GB, you might get some answers.

it seems that i have solved the case

the culprit is the MOTHERBOARD!!

i go to my nearest pc shop and somehow i have managed to get a 8gb stick of ram 

when i plugged it in with an 4gb beside it, it just detects 8gb total

so the ram cap is true

 

i also didnt told you that the bios setting always resets when theres no power (even theres an cmos at 3v) i thought this was irrelevant, but thats not the case, they told me that it might have a affect on the ram slot

we also tried other cpu

 i3-2100, i3-2120 (not booting)

tried i5-2nd gen and it boots, but only 1 ram slot usable (maxing up to 1x8gb)

its so confusing how this defect works, i have never encountered this in my life

unfortunately i cant RMA this because of some reasons

IT GOT DETECTED, ALL OF THEM, I DONT HAVE TO BUY NEW MOTHERBOARD!!!!!
I think the one that fixed it is either reseating the CPU or reseating all components except the ram
I disassembled my pc because I need the PSU and GPU to test my old pc for sale

 

then I just saw this, what a relief

memtest only shows 2 slots on its spd info, but all in the bios spd info
