Does your PC have any storage available? If yes, great, your PC basically is almost a storage attached to a network. Now you just need to make it accessible to others by creating a share and making it available to others.

1. optional: create RAID with disks

2. create a folder on a disk/RAID

3. share folder from 2. and edit permissions

4. you can now use that folder as network storage

yes that is possible but usually makes very little sense to do.
