No Video Output

Since then I have tried rebooting the PC, changing monitors, re-seating the GPU, swapping the GPU to another PCIE slot, changing out the GPU with the one in my old rig, re-seating the RAM, changing RAM slots, using only 1 stick of RAM, changing the RAM out with what's in my old rig, and finally clearing CMOS.
Nothing so far has worked, I just get a black screen and a no video output error. I do know that the new GPU is fine, I have it in my old rig right now and it's running without issue.

- Windows 10 home 64bit
- ASUS PRIME X570-P ATX
- AMD Ryzen 9 5900X
- 16GBx2 Kingston HyperX Predator (3000MHz, overclocked to 3200MHz)
- GIGABYTE GeForce RTX 3080 GAMING OC
- 1TB SAMSUNG 980 PRO
- Corsair RM850 80+ Gold
Can't provide the BIOS version since I have no idea which one I'm on, and I can't get to the BIOS to check or change it without the video output (no iGPU as an alt).
Have you ruled out the possibility of a bad PSU?
