Ipad activation

I recently got my grandmas ipad, and i recovered it since she did not remember the password. And now when we tried to log in to Apple id, noone knows the password, then i try to recover the account and we were not able to. 

 

 

Now the account is locked, and the ipad is locked, What should i do?

Call apple support, they should understand, it’s the one thing apple is good at.
