High CPU usage when doing small things

Hello everyone, there are the specs: i5 10400, intel stock cooler, asus b460, gtx 1650 super ( the case airflow is not very complete, 2 intake and 2 out ( supports upto 3 )

 

 

i see + 4% cpu usage when i simply open a new tab

when i apply a new wallpaper, it takes like 3 - 5 seconds to apply it

current, min, max, avg

is this normal? i used 1909 built before this and it had no problem like this!

On my laptop, I also get a 3 seconds spike of +4% when I open a new tab. It goes back to previous usage % afterwards.

The numbers shown in HWInfo there are temperatures, not % usage - and those temps look good, especially considering that you're using the stock cooler.
