Error Code 78

So I was trying to get my PC ready for early windows 11 by turning on TMO 2.0 and Secure Boot, but after I did that, my PC would boot but I would get no signal or display on either of my monitors. My Aorus z390 Ultra had an error code 78. I've tried the CMOS battery trick only for it to resume with the error code 78. Any ideas? The PC has been running perfectly fine for 4-5 months prior.

GPU: RTX 3070
CPU: i9-9900k
MOBO: Aorus z390 Ultra
