What I was using:

i5 9600k

T-Force Vulcan 16 gb 2666 DDR4

EVGA 600w

MSI Z370M gaming pro ac

        Bios versions

7B44v1A and 7B44v1B2 (Beta version)

The CPU that doesn't want to post is an i9 9900k.  I RMAd the first i9, and now the second i9 doesn't work either; both i9s had the DRAM light on.  I tried different speeds of ram, one stick of ram, with and without a GPU but I cant get this CPU to work.  Maybe I got two DOA CPUS but that's highly unlikely.  I don't know what to do at this point!  Any help would be appreciated.

Take a close up picture of the CPU socket pins for us.

I appreciate the picture. As far as I can tell, you have no bent pins.

Give the system a hard reset by removing the power and cmos battery for ~ 5 minutes.

How did you change the BIOS? Did another CPU work in the system? Which CPU was it?

I reset the cmos last night but i'll try again when I get home.  I upgraded the bios by USB getting the upgrade off of the MSI website.  An i5 9600k worked before and after I tried the i9.
