Windows Installation Freezing + Infinite Boot Loop

Hey guys, I've had my PC for over a year now, and recently when I tried to turn it on, windows went on an infinite boot loop. I tried to repair windows and used all the trouble shooting options, but to no avail. I reinstalled windows onto the same SSD, but its freezing when the loading dots show up. I have changed both the SSD and put in brand new RAM into my pc thinking they were the issues, but the problem still persists. I'm a bit confused on what the issue could be, and I have a feeling I need to refresh my mobo BIOS? I havent overclocked anything or done anything in the BIOS settings other than move boot drives, so I'm a bit confused. Any help would be appreciated thanks!

I7-7700

Msi tomahawk h270 arctic

Gtx 1070

16gb Corsair Vengeance RAM (2400hz)

1TB Kioxia m.2 ssd

Maybe your brother stole the cpu

If your BIOS isn't up-to-date, try updating your BIOS.
