what would be the best budget gpu to pair with a amd a10 for 1080p gaming above 60 fps on most games the pc is 400 dollars so nothing more expensive I want something that will not bottleneck I have 16 gb ddr4 ram

Which A10 specifically? What games? The A10 might not be able to do 60 FPS in some titles.

I'd highly recommend an upgrade to a Zen based CPU like the 2200G, or a Ryzen 3 1200 and whatever GPU you can find for a reasonable price. (GTX 1060 ish performace) The 9700 is an AM4 CPU, allowing the CPU to be upgraded reasonably.

i don't have the pc yet and this will be my first desktop so I want to be able to play games like CSGO and go and Fortnite and warzone maybe just stuff like that at 60 fps because right now I get a average of 5 fps on Fortnite so I want to upgrade the components later

Here's what I would recommend, the prices in the GPU market are pretty high now due to the shortage, you may want to consider using the integrated graphics or another GPU you may have in the meantime.

i would recomend a gtx 970 or better. an rx 580 or gtx 1060 would be good. warzone is a bit of a demanding game and im not sure if that A10 will handle it too well. you might experience stutters and stuff. 

i helped my friend build a pc for warzone. hes running a i7 3770 and gtx 970. the game runs quite well. but that i7 although old is still quite a bit better than the A10 9700. 

cs-go and fortnight probably wont be a problem though with that amd cpu.

The AM4 motherboard platform (compatible with the AMD A10 9700) would support more options for faster CPUs down the road without a board replacement being necessary, not the greatest processor although it should be fine in this case. Even on the used market, it is pretty challenging to find a graphics card at a reasonable price due to the shortage right now.

yea this is a huge factor if you want to upgrade in the future. there are so many good cpus for the AM4 socket. 

i suggested a gtx 970 because its not as sought after for mining so they should be less affected by the current situation. and they are still quite capable. and its miles better than a HD 5770

wait i just saw that that pc costs $400 

holy crap. you couldnt find a cheaper gtx 970? that sux man. keep looking coz they should be a lot cheaper. here in europe they are around $200 thats why i recommended it. to be honest i think $400 is way to much for a pc with that processor. at least in my country if you know where to look you can find decent systems with early edition i7 processors for around 300 bux

a pc with 4 gb ram and a Celeron processor is about $500-$600

yea i suppose AM4 socket with DDR4 is ok at that price especially if its a whole pc. 

i dont know if you want to try to buy a 970 from my country. i dont know what import duties and shipping will cost but if you do here is the site we use to buy stuff. if you buy from someone with a 5 star rating its usually pretty safe. a lot safer than a site like craigs list or gum tree. i would almost argue its better than buying from ebay. people take their ratings very seriously here. it is in dutch but u can use google translate. iv already filtered for gtx 970. everyone in the netherlands speaks english so you can just create an account and send people messages in english. i hope you can find something man.
