This is my first build after gaming on a laptop for the last 2 years. I built this pc today, and connected all the cables correctly. But when minute of running. The gpu fans would turn off after 20ish seconds and the back fan will start spinning if I give it a little. I got the evga supernova psu on sale for $100, and my first thought is if it is defective. I was going to try the paperclip test with the green wire but all the 24 wires are black. I hope this video works:

So it seems from your video that the issue could be 2 things. Maybe others who see this can add to this. But from what I see, your cpu and cpu cooler have power until the shut off and all the other parts have some sort of current going to them. So it's either bad cable seating (take em out and plug them back in) or you need to RMA the psu. I have your power supply and I've never seen this issue on my end. So try reseating your cables and check your surge protector and if everything is seated correctly, RMA the power supply and get a new one.
