So I bought the 3080 ti and installed it in a 4K system.

When I tried to overclock it, it was able to do +185 on air with temps below 75-80C.

Not too many problems occurred, except some times when I played games, the gpu usage would drop to like 10% and the clocks only stays at 405 MHz throughout the entire time, leaving the game way below 60 fps at 4K.

I tried to tune down the settings of the game and it would not work. I also reverted the overclock but it seems that it's only going to perform normally when I restart the system.

Anyone knows why this is happening?

Remove the overclock. You made the card unstable. Some cards can overclock better than others.
