gta 5 stuttering issue

im sorry i know i made a topic about this but i still havent found a solution. basically im playing it stutters gpu usage drops to 0%which is weird cuz games like cyberpunk apex legends valorant and even rdr2 never stutter.

Specs:

RTX 3080 latest driver max temp 70

ryzen 7 5800x cooled by magcoreliquid 360r max temp 70 as well

game is on kingston m.2 sata ssd

32gb of memory 3200mhz cl16

b550 tomahawk latest bios and chipset drivers

windows 10 activated on 970 evo plus 

 

 

to be clear i noticed for some reason when playing the ssd usage on task manager is 0% which is weird. also keep in mind everything else works fine like cyberpunk and red dead and apex legends.
