Interesting problem

All the components of my gaming laptop's motherboard are warm to the touch when i boot it except for the cpu and its vram and power supplies of theirs, those have no voltages everything else on motherboard has the proper voltage.... Does this mean a component like a mosfet is bad or is it cpu? something im missing? everything is diconnected and the mobo is naked. When fully connected the fans go full blast then off after about 2 sec and it does that multiple times.... screen has no picture on external monitor or laptop display also keyboard backlight are on at all times untill i press power button, caps light and num lock light dont work.
