New build/pre built pc advice please

Other details (existing parts lists, whether any peripherals are needed, what you're upgrading from, when you're going to buy, what resolution and refresh rate you want to play at, etc): No peripherals are needed. I have a mid tower pc atm with a 1060 6gb, i5 8400, 2x 8gb 2666 RAM, 550 something power supply, and 500gb SATA SSD. Would prefer to get at least a 500gb m.2 ssd with 2tb hardrive for storage, a good gpu that will last me a while and a very beefy cpu. If possible but least priority, windows 10 pro would be nice. Because of the current market I'm also thinking of just buying a new pre built and giving my current pc to family members, but will take what I can get.

I have no idea what tax rate applies. Please provide a system budget pre tax and shipping.

You would be better off reusing the GTX 1060 until gpu prices/stock get back to normal.
