Typically yes, if it's coming off of a motherboard header then yes, most definitely.

However, if it's coming off of a molex powered fan controller, then it might not decrease as much, as it'll draw more current through the controller (Assuming the controller is rated for enough power)

If i get a 4 to 1 fan header will it decrease the preformance of the fans?

You should check the maximum power that your fan header can provide and your fans' power before connecting them to make sure that you don't overload the header and/or break the fans.
