In Valorant,is your v sync set to double buffered? Most people say that it is the culprit.

There is no need right now to reformat.First you can try everything you can. When you give up,you can reformat.

Try changing your power options to High Performance.

Also,if you have a laptop turn off battery saver.

Sir sve3nm and tikker thanks for your response. I just noticed when I open Task manager menu while playing it is back to normal. Look at the second photo. Then when I close task manager, my fps go down again. To record that I used radeon software to record actual fps (issue).

Not yet sir,  it is just for the meantime. What I meant that sir is when the task manager is opened during gameplay the fps going up (going back to normal) when I close it while playing it will be back same with the first picture. I am looking sir for long term solution. I hope you can give me a suggestion or resolution for this problem based on stats that I given.

HAHAHAHA! Problem solved. I read a lot about power options, I thought its only for laptop users that why I don't mind it.. Thanks a lot Sir! ❤️.  I just only click High Performance from balanced (AMD RyzenTM Balanced).
