Internet problems

On my pc I used to get 250 mbps download speed and now I'm getting 40. I tried doing a test on another device and I got 250 mbps in the same room.

 

I'm trying to fix it but I cant. I restarted it a bunch of times, I troubleshooted, and I even factory restarted my pc.

  1. Wired, wireless?
  2. Make/model of router?
  3. Make/model of network adapter?
