So I live in japan and have been searching every where for a budget gpu. (mostly Evga 1060) The prices were WAY over my budget and I was going to go with integrated graphics like the ryzen 3 3200g. Is that the best idea or should I buy a cheap cpu and buy a better gpu?

Depends on what you want to do with that PC. The Ryzen 3200G is not exceptionally powerful.

At 1080p with reasonable in-game settings you should be fine with the 3200G. The 3400G is a bit more powerful, but not sure how prices are in Japan and whether it is worth the upgrade.

thanks on amazon the 2300g ¥25,200 in usd is 230.15 and the 3400g is ¥38,800 354.32 usd

Considering the price, I wouldn't spend the extra on a 3400G. Just get the 3200G, a nice cpu cooler for it that will allow for decent overclocking and fast RAM, as the integrated graphics in the 3200G will essentially be using that as VRAM. Something like 2x8GB 3600MHz should be ideal without going over the top.

CORSAIR CW-9060051-WW Integrated Simple Water Cooling CPU Cooler 14.2 inches (360 mm) is that a good cooler? also CORSAIR DDR4-3600MHz is good ram too right?

That is a really good cooler. In fact it is a bit too god for that CPU. Not that it won't work fine, it's just too expensive and the 3200G doesn't actually get super hot. What I mean is this Corsair unit can easily cool a 5950X. If you like it though, it's your money. I personally wouldn't spend $200 on a cooler for a $230 processor. I would just get a better processor and lesser, but still decent cooler. Something like this will be enough to cool a 3200G decently : https://www.amazon.com/Noctua-NH-U12S-chromax-Black-Single-Tower-Cooler/dp/B07Y88BNYZ. If you want it to be watercooler then a Arctic Liquid Freezer II 240mm is plenty.

Then would the stealth cooler that comes with the cpu would work fine?
