Sounds like memory training, but can't really say for sure. Have you let it just cycle by itself?

You don't just upgrade from an AMD to an Intel. At the very least, that means you have an entirely new motherboard, which means literally every component was disconnected and reconnected, any of which might not have been installed correctly. We need much more information to help you.

what happened is I changed my motherboard and Cpu, then I put some thermal grease, then I connected the wires inside the system unit Idk what its called and I did it properly. after that I plugged the avr and turned on the power button of the system unit. but what happen was it only runs the fans but it doesn't boot

Same RAM? How many sticks? What frequency and timings? What slots are the RAM sticks in?
