Windows Freezing

I helped my friend install few fans, a new CPU cooler and a new Ryzen 5 5600x. The only other thing I adjusted was reseating his 2 sticks of ram so that his CPU cooler had more room. Slot 2 and 4. Afterwards we tested his temps and his CPU was idling at 35-45 degrees C. All his temps were great considering what he had before. The issue now is that his windows randomly freezes. Programs are still running but his taskbar, task manager is frozen. He can move his mouse, hear us talking and see stuff moving but he cant interact or move anything. Does anyone know what could cause this? What the fix would be or how to troubleshoot?

A windows fresh install could help. A reset to bios settings also (if you tweaked some stuff in there)
