CoD Warzone optimization issues?

These are my specs I upgraded from a Asus Dual 1070 to an MSI GamingX GeForce RTX2070 Super and I've been experiencing mixed FPS lately in games I play on 1080p I simply want clean 60FPS on highest settings I believe so should be well equiped for it but I'm having unstable FPS dropping to 45 but never a solid 60. Is anyone else experiencing this nightmare? If there's anyone that might recommend something I'm willing to try. Already use DDU and performed a clean install and also rolled back 1 update. O feel like 2070s was such a bang for the $ that they're purposely messing with the drivers. I've seen a lot of mixed experience and inconsistency from the gaming community.

I assume you turned off ray tracing?

This game is becoming known for it's degraded performance. If you look up this game + performance issues, you will see why.
