Under performing?

I have been playing Escape from Tarkov and have seen some people with almost the exact same build as me, getting 40 more frames than me. 

 

I am concerned that my setup is underperforming for the specs. 

 

Anyone who is better versed in tech knowledge... your opinion is greatly appreciated.

 

Im wondering if  I'm not utilizing my computers full potentioal, whether i have a setting switched or something.

tarkov is a little unoptimized, look up some fps fix guide on youtube. I remember one of them had me delete my shader cache and that surprisingly helped
