Desktop jump around!

Evening all!

 

So I have this weird issues every time I boot up my PC and get in to my desktop it looks like the image below all over the place a quick reboot fixes this? Nvme Boot reads fine its not old at all a few months, all drivers and windows is up to date I have no idea WTF the issue is and I'm hoping its a small thing I've missed! HELP!! The main reason it bugs me is even with Nvme speed boot isn't fastest so that added time for a reboot is annoying I'm not talking 20 boot I mean 30 seconds.
