New build wont post.

Fixed the issue by plugging into a TV and increasing the quality to 1980-1080 and it posted.

This is my second build and im having issues getting to post.

Im currently testing/troubleshooting with motherboard, cpu with stock cooler, vega 64, 1 ram stick and harddrive. no matter what i try it refuses to post. Shows 'Out of Range' on display.

Ive made sure all cables are connected propery, tried to update bios through msi tutorial, even put my old setup back together and it worked fine. Dont know what to do...

 

Please dont have a go about there being no ssd or decent cpu cooler. Im aware and tight on money. Just want to get this setup working for now.

Looking at your PC Part Picker guide, it shows that your board takes Dual Channel ram. I presume this to mean your system won't post unless you install both DIMMs. I'm no expert however, so that may not be the case. I've found an error online related to "Out of Range" for Windows, but if your build won't post then that cannot be the issue. Would you mind giving us your monitor as well? Looks like an ASUS brand based off what little I can see in the photo.

Are there any debug LEDs lit up on your motherboard?

 

Do you have the speaker handy for a beep code? 

 

Are you sure that display works? That the cable works? That you are on the correct input?

I've tried to access safe mode and bios but nothing shows on the screen...

Wrong.

Boot led is white and steady. No sound yet. Not figured out the way they should go in yet. The display works. Used the same hdmi cable on another setup with same gpu and worked first time.

To me, this means it's posting just fine and getting hung up looking for a drive to boot off of. If you put the Windows 10 creation USB into the motherboard, does it go past this white LED? 

If you haven't already, try a DP cable. It's possible that without drivers HDMI or DP will be the "compatibility" mode and work okay without drivers.

I don't currently have a dp cable... this is the first build to have access to one and I believed hdmi would be fine...

Were you planning on just moving over your old SSD or doing a fresh install of Windows? If it was a fresh install you should have made an ISO on a USB stick with your old computer. 

If you were planning on using your old SSD, try plugging that in. If we can get the boot light to go away we know it's video related and not the machine not POSTing correctly.

Yeah used my previous HDD which has everything installed from last time. Again it works fine when put back onto the old board. can hear it working so its powered but just cant get past the boot led or the displap message. cant see if im enabling bios or safe mode either. have used all the key commands from online and the manuel. nothing shows to try and change the display resolution.

Try swapping the old GPU into the new machine. Looks like Vega 64 is PCIE 3 while your board and CPU might be defaulted to 4.0. If it has display with the old GPU go into BIOS and change your PCIE settings to 3.0 or compatibility which ever your manufacturer calls it.

Sorry the vega 64 gpu is the only one I have. Moving it from the old build.

Have tried both pcie slots on board. Both ahow out of range
