This depends on the program, programs like editors are demanding and a usb wouldn't be ideal but may be possible. So yea it is possible to run it off of your usb (key word POSSIBLE)  :D

For photoshop it needs to be a portable version of the software.

 

Its possible depending on the program, programs which require registry information and whatnot during installation may not work when you copy it to a flash drive. 

Running programs off a flash drive will be slower too. Diagnostic software is usually able to be ran off a flash drive though not advisable.

PortableApps.com has a lot of different programs.

They have GIMP which is similar to photoshop. No Steam though.

If the software doesn't write lots of information to the drive, then you'll be okay. If it writes lots of information, you'll need to be careful that it won't wear out the drive (which happens much faster on a USB stick than an SSD)
