You could save quite a lot by going for Arctic P12 fans. I'd suggest a Aquaero 6 LT instead of the OCTO fan controller - gives you a lot mor control.

Ramping your radiator fans up according to CPU/GPU temp spikes makes no actual sense - they cannot directly cool down those components. The heat gradient between coolant and the water blocks is the most important factor. If that goes up your fans need to go up.
