Adding a secondary GPU brings down performance.

Recently figured I should stop using my old 1070 in my NAS and put it in my other PC so I can get more than 4 display ouputs, but it's slowing my system down by a lot. 

 

Running something like Wallpaper Engine will spike Desktop Windows Manager to 100% GPU utilization on the 1070 and run the scenes at like 5 FPS. Even running something like 3DMark I'll get around 1000 lower of a score when both GPUs are enabled. I've tried setting the PCIe to different modes like x16, x8x8, and x8x4x4.

 

Specs: i7 8700k, RTX 2070 Super, GTX 1070, Z390 Aorus Elite, 32GB Corsair RGB 3200mhz, 2x m.2 drives, 2x HDD drives, 2x SSD drives, 750W Corsair Gold+ PSU.
