Webcam having weird glitching

Hey guys, so I just got a new webcam(Logitech 1080p Pro Stream Webcam) for my desktop (Windows 10 Pro, 6700k, GTX1070, 16GB ram), and I noticed that the video produced will always glitch or flash a color for a frame (like it will flash bright green or blue). I have tried a different webcam and the same issue happens with it too. I have tried reinstalling the windows drivers for it, I have tried different USB slots and controllers, I have even tried all of the recommended software that Logitech provides but to no avail. I did notice that it appears to glitch when I load something up, like launching steam, playing a game, opening a web browser. Has anyone seen this before or have an idea how to fix it?
