What's a good CPU

What's a good CPU with onboard graphics that's capable of 1080p 60fps.

 

I just want something that plays basic games, specially emulation from Atari 2600 to PS3 and maybe PC games like GTAV.

Intel integrated graphics are sh*t. A good option would by the Ryzen 5 3400G With Vega 11 Graphics. But maybe there will be 5th gen APU's that aren't exclusive to prebuilts?

I want the smallest form factor but not as small as a nuc.

Maybe the size of a dictionary or like the original PS2.
