Weird pixels on top

I am using a TCL 43" 4k TV as a monitor. 

 

I don't see any issues with the screen as such. I have done dead pixel test and that is also fine. But when I try to move a window to the top, I notice a weird pixel line for a brief second.

 

See attached video. My return window is still open. Do you think it's an issue with TV panel and I should replace it or this might be because of PC or HDMI cable?

There is only one scenario when I see this issue, otherwise the Pixels in that area are completing fine

White box white lines. Is it always white if the box you test with is another color?

if you notice clearly the glitch showing up is not white. It is more like broken pixel line with multiple colors.

So not white lines.  Well that’s my idea down.
