Low fps on Asus strix 3090 oc

I'm struggling with low FPS on a newly purchased ASUS Strix RTX 3090.
cpu --> 10900k

mob-->maximus formula xii
psu-->1200w asus thor plat
ram-->32gb 3200mhz cl14

What I've tried:
Clean driver install.
Disabling VSync.
Updating BIOS.
Changing PCIe in BIOS from 'Auto' to 'PCIe 3.0'.

What counts as "low FPS", what game(s) are you playing, and at what resolution and refresh rate?

Ok, so you're running 1080p 360 Hz.

But what counts as "low FPS"?
