If you recently installed Ryzen Master or an AMD GPU update (last might've happened automatically since they released a new one today) that could cause it. Open your start menu and type task scheduler, then disable RyzenMasterSDK. This should fix it. Also, this isn't bad so you could ignore if it doesn't bother you.
