Rtx 3070 Low GPU Usage

Hello, my brother is having an issue where every game he plays, his system seems to only want to utilize about 40-50% of his GPU and his FPS is really nowhere near where it should be. Any suggestions on a fix?

Could be a CPU bottleneck, could be anything.
How about you post full system specs, which games at which settings, temperatures, stuff you've tried so far to fix the issue...

It’s any game that he plays. I would have mentioned the cpu, but, an i9 10900k shouldn’t be bottlenecking an rtx 3070, I wouldn’t think. Rest of specs are asus rog strix z490-e gaming motherboard, 32gb 3200mhz gskill tridentZ ram, 2tb Samsung 860evo ssd and I believe he’s got an 850w power supply. (Should be plenty) Temps have been monitored and nothing is anywhere close to overheating or being abnormal. Settings in control panel have been adjusted to what nvidia themselves suggested to us (which were exactly how I had it for him, anyways) and we’ve tried software like lasso to force higher priority for the games, to help. We’ve tried eliminating all unnecessary background processes and tried all software that nvidia recommended to free up resources. Nothing has changed anything. FPS is always low for his configuration and can’t get gpu utilization up. Also have tried DDUing the drivers as well as rolling back drivers to previous ones with no luck. Need anymore information?
