Yes, it's just a backup from the upgrade process, just make sure your not missing anything before you do. You can utilize one of the 3 options below.

  1. You can right click on it and just delete it, it should ask for Administrator Privileges.
  2. Files -> My Computer -> Right Click "C:" -> Properties -> Disk Cleanup ->Cleanup System Files -> Check-mark: Previous Windows Installations -> Ok
  3. Settings -> System -> Storage -> Settings-> Change how you free up space -> Check-mark: Delete previous versions of Windows -> Clean Now

I think the point for the Windows backup of the previous version is even called "Previous Windows installations" or something along those lines. Should you not need the backup of the previous Windows version, it's safe to run the disk cleanup manager and delete the Windows.old folder. You can't just delete the folder like that from the explorer because it is protected in some way, so you'll need to do that with the disk cleanup manager IIRC.
