Okay so lately on my ps2 emulator and on Arma, I have been losing fps. after about a week of mild research, I decided to open up 25 taps of the search I did on google. Found out what the problem could potentially. While running games my CPU usage on Task Manager is around 8%. So I guess my CPU is not being used or something. Is there a way to fix this without over clocking, because I don't think My board or my CPU fan could take that.

is it a heat issue? it might be throttling itself. Have you checked your temps?

Its probably GPU Boost underclocking your card, how are your temps?

Temps seem normal. Using the stock AMD at getting around 38 C which is about what I've been getting since day 1

BTW it used to be working fine and (even though I didn't monitor it) it seemed to be under load, the CPU fan ramping up in RPM, and the game giving me good FPS, but it changed a week ago to giving me shit fps and not using my CPU (I guess it all changed when the fire nation attacked)

Check your open programs something may be running in the background also for the PS2 emulator I assume you are using PCSX2... sorry mate but its unstable and buggy as hell if the games even work there is going to be performance issues.

its not only PCSX2 its also arms... Also when I play Metro LL it says 8% but I still get like 80 fps
