Thats the backblate for the stock heatsink mount, it attaches to the back of the board.

I am currently building my first PC and after figuring out that we had to take off the motherboard to install the CPU cooler, I found a part under the motherboard. I don't know if it is part of the case or what it is. My case is the Lian Li Lancool Mesh II. We have ruled out SSD mount by looking at the manual, but again, this is my first build.

That is the stock backplate of the motherboard where a stock amd cooler would mount to. If your cooler doesn't need it then you don't need to use it.
